Do you need a license for riding a horse for methods of transport on roads etc.?
I cannot drive a car or a bike so I am considering alternate methods of transport other than public. Would I need a license in the same way for riding a horse on roads and also for transporting things via horse and cart?
Is there public transport in Wales besides Cardiff? Or do you need a car?

No need to get defensive, the US is developed as well, but there are certain states that have little or no public transport, like where I live in W. Texas- You really can’t get around without a car.
